Chairman Leedy called the meeting to order at 6:02 PM.

PLEDGE OF ALLEGIANCE

Chairman Leedy led the audience and the Commission in the Pledge of Allegiance.

CALL TO AUDIENCE - at this time, any member of the public is allowed to address the commission on any issue not listed on today’s agenda.  Pursuant to the Arizona open meeting law, individual commission members may ask town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers.  However, the commission may not discuss or take legal action on matters raised during "call to audience."  In order to speak during "call to audience" please specify what you wish to discuss when completing the blue speaker card.

MARCH 1, 2016 DRAFT MINUTES

MOTION: A motion was made by Commissioner Drzazgowski and seconded by Commissioner Gribb to approve the March 1, 2016 Regular Session Meeting Minutes.

MOTION carried, 6-0.
 
2.

DISCUSSION AND POSSIBLE ACTION REGARDING A REQUEST FOR THE PLANNING AND ZONING COMMISSION TO INITIATE A ZONING CODE AMENDMENT RELATIVE TO HOME OCCUPATIONS


OV1600759 HOME OCCUPATION STAFF REPORT

ATTACHMENT 1 - SECTION 25.2.C HOME OCCUPATIONS

Bayer Vella, Planning Manager, stated that staff received a resident request to pursue a Zoning Code amendment regarding commercial food preparation as a home based business.  The Zoning Code establishes that code amendment requests may be submitted by staff for initiation by the Planning and Zoning Commission.  Should the Commission decide to initiate the request, staff will develop the proposed amendment which will be presented to the Commission for recommendation and to Town Council for review.

MOTION: A motion was made by Vice Chair Hurt and seconded by Commissioner Hitt Initiate a Zoning Code Amendment to Section 25.2.C (Home Occupations) to update the list of home occupation uses.

MOTION carried, 6-0.

ORO VALLEY MAIN STREETS PLANNING AND ZONING COMMISSION LIAISON UPDATE


Commissioner Drzazgowski requested item 4 be heard prior to item 3.

Commissioner Drzazgowski provided the following update that included: 

- Creating an economic development area, such as Main Street gathering area
- Exploring the private property options

Bayer Vella, Planning Manager, added the following comments:

- Main Streets website will go live on April 7th
- Starting Focus Groups, to start generating ideas and working toward an open house from May 5-7

Discussion ensued amongst the Commission and guest regarding the above topics.

MOTION: A motion was made by Commissioner Hitt and seconded by Vice Chair Hurt to adjourn the Planning and Zoning Commission meeting at 8:11 PM.
