4.

APPROVAL OF THE JANUARY 22, 2009 MEETING

 
MOTION: A motion was made by Commissioner Glos and seconded by Commissioner Stein to approve the January 22, 2009 minutes. Motion carried, 4-0.

5.

UPCOMING STORM WATER EVENTS

 
On Monday, February 23rd the Storm Water Civil Engineer Technician will present the Storm Water Pollution Prevention to the Immaculate Heart Elementary School 4th grade class.
 
On Friday, February 27th, staff will attend the City Sun Community Center Health and Wellness Fair. The Town will have an information booth set up with different displays and brochures available for the public.

STORM WATER CREDIT APPLICATION REVIEW

 
There were no applications submitted for the month of January.
 
7.

DISCUSSION REGARDING STORM WATER FEE AND BUDGET

 
Staff inquired if anyone on the  Commission would be interested in volunteering to do some reseach on the EPA Community Action for a Renewed Environment Grant.  This grant is to help reduce the releases of toxic polluntants and minimize exposure to humans. Staff also would like to determine how much of the toxic elements affects Storm Water.

Chair Dunn volunteered to do the reseach.
 
Storm Water Utility Manager David Parker reported receiving a package from Pima County Association of Government (PAG) involving the Stimulus Bill and its’ link to the Economic Recovery Bill for "invasive plants", which would helpful with on-going Townwide bufflegrass issuses.  PAG is in the process of researching the grant requirements and staff will review the results when they becomes available.
 
The Legal Department has now began the process of issuing summons to those customers who are delinquent in paying their Storm Water Utility Service Fee bill to date.

DISCUSSION REGARDING ON-GOING STORM WATER PROJECTS

 
The Storm Water Manager reviewed the following projects:

-Financial Sustainability Implementation
-Manager On-Going Projects
-Implementation of the Storm Water Management Plan
-Storm Water Utility Administration Plan

Specific programs discussed included:
-The FEMA approval of the Lomas del Oro Wash project
-CDO Levee Certification  will be a fall job.
-The design of 2 culvert projects between La Canada and La Cholla
-Minior construction projects that will be done in-house include 2 culverts between La Canada and La Cholla, spillway near Copper Creek, Innovation Way repair, Roony Wash and Mudders Wash and the cleanup of culverts before the monsoon season and mapping of the culvert detention basins and easements.
-The Adopt-a-Wash Program and the increase in participation of the community
-GIS mapping of the impervious areas around Town

The next meeting is scheduled to be held on Thursday, March 19, 2009 at 4:00 p.m. in the Municipal Operations Center (MOC) Conference Room.

Commissioner Leonhart announced that on March 26th, the University of Arizona Department of Hydrology & Water Resources will have their 19th Annual El Dia del Agua Water Resources Annual Symposium. April 20th will be the National Ground Water Association - Ground Water Summit held at the Hilton El Conquistador.

Council Member Carter suggested placing the information in the Oro Valley Vista publication to inform the public of the upcoming events.
