APPROVAL OF THE FEBRUARY 19, 2009 MINUTES

 
MOTION: A motion was made by Commissioner Stein and seconded by Commissioner Glos to approved the February 19th, 2009 meeting.  Motion carried, 5-0.

5.

UPCOMING STORM WATER EVENTS

 
Operations Division Manager Phil Trenary announced that on April 8th, from 6:00 p.m. to 8:00 p.m. the Town will host a public meeting on the Lomas De Oro Wash Channel Improvements and Lucero Road Crossing Improvement; and on April 22, 2009 the Town will be observing Earth Day from 9:00 a.m. to 2 p.m. outside the Library near the Learning Tree. Storm Water will have a table set-up with brochures to provide Storm Water and bufflegrass information to the public.

Commissioner Leonhart announced that The Department of Hydrology & Water Resources 18th Annual El Dia del Agua Water Resources Annual Symposium is being held at the University of Arizona on March 26th. The fee to attend the event will be $25.00 per person. On April 20th the National Ground Water Association Ground Water Summit - Ground Water Summit will be held at the Hilton El Conquistador and the fee to attend this conference will be $300.00 per person.

Chair Dunn announced that the Arizona Flood Plain Conference is coming up in May.

STORM WATER CREDIT APPLICATION REVIEW

 
There were no applications submitted for the month of January.
 
7.

DISCUSSION REGARDING STORM WATER FEE AND BUDGET

 
Staff reported that the Legal Department held a court hearing on March 18th in an effort to collect delinquent Storm Water Utility fee debt. Staff also said that there were plans to contact Tucson Water and Metro Water to possibly add on the Town of Oro Valley Storm Water Utility billing to their billing systems.

The Storm Water budget is on track.

DISCUSSION REGARDING ON-GOING STORM WATER PROJECTS

 
The Operations Division Manager reviewed the following projects:

-Financial Substainability Implementation
-Manager On-Going Projects
-Implementation of the Storm Water Management Plan
-Storm Water Utility Adminstration Plan

The following topics were discussed:

-The $1.8 million the Town received for the Lomas de Oro Wash FEMA  project.
-Bid opening for work on Tangerine Road and the erosion cuts and additional culverts.
-Chair Dunn reviewed on the EPA Grant Program for Community Actiion for a Renewed Environment (www.epa.gov/CARE/).  He explained that the program was to help communities reduce toxic pollutants in their local environments.  He explained that the deadline was on March 16th, however, he requested that the Commission consider this grant over the comming years because the EPA (CARE Grant) has funding of about $3 million.  He pointed out that the CARE program was a very competitive grant because communities across the nation apply for the funding. He suggested that the Commission review the EPA’s site that addresses bufflegrass issues as well as review the CARE Grant for 2010.
 
-The detention basin in Rooney Wash and the temp service  hired temp to maintain the wash.
-The "Vegetation Manual" is close to being completed and a test wil be conducted using the manual in Sun City along the road right-of-ways to see if it works.  
- Culvert cleaning.
-Cost anylsis for "bank stabilization spray" to determine how long the product would last.
-The Stimulus Grants.

SET APRIL MEETING DATE/TIME

 
The next meeting is scheduled for April 16th, 2009 at 4:00 p.m. at the Municipal Operation Center.  Commission Stein announced that he would not be available in April because he would be out-of-town.
