CALL TO ORDER
  Mayor Winfield called the meeting to order at 6:00 p.m.

  Mayor Winfield led the audience in the Pledge of Allegiance.
             
UPCOMING MEETING ANNOUNCEMENTS
  Town Clerk Mike Standish announced the upcoming Town Meetings and the Oro Valley Path Forward Community events. 
             
MAYOR AND COUNCIL REPORTS ON CURRENT EVENTS
  Councilmember Jones-Ivey recognized Aminiah Ochoa, a eighth grader at Pusch Ridge Christian Academy Middle School, for her academic excellence and community involvement. 

Councilmember Jones-Ivey encouraged citizens to volunteer for Project Graduation and to attend or participate in their workdays and fundraisers.

Vice Mayor Barrett congratulated the Canyon Del Oro High School Football team and the Ironwood Ridge High School Mens Golf team for winning their respective State Championships. 

Councilmember Greene provided an overview of the Health Care Benefits Trust meeting held on December 5, 2023. 

Councilmember Bohen reported on his experiences while utilizing Town facilities.  

Mayor Winfield reported that he had received an email expressing appreciation to the staff of the Oro Valley Town Court, for their efforts to ensure that jurors were comfortable and taken care of during a recent court proceeding.  
             
TOWN MANAGER'S REPORT ON CURRENT EVENTS
  Town Manager Jeff Wilkins recognized Town staff for their participation in various charitable efforts and events over the last few months.
             
ORDER OF BUSINESS
  Mayor Winfield reviewed the order of business and stated the order would stand as posted. 
             
INFORMATIONAL ITEMS
  There were no informational items. 
             
CALL TO AUDIENCE
  Oro Valley resident Anthony Ferrara spoke about the accomplishments of several local sports teams. Mr. Ferrera also voiced his concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request.
             
PRESENTATIONS
             
   1. Presentation from All Aboard Arizona
  Mr. Todd Liebman, President of All Aboard Arizona, presented the item and included an overview of the purpose for All Aboard Arizona. 

Discussion ensued amongst Council and staff regarding the All Aboard Presentation. 
             
CONSENT AGENDA
  Councilmember Bohen requested that Consent items (A), (E) and (G) be removed from the Consent Agenda for discussion. 

Vice Mayor Barrett requested that Consent item (B) be removed from the Consent Agenda for discussion.
             
   C. Approval of Council Liaison assignments for 2024
             
   D. (Re)appointments and/or appointments to the Board of Adjustment (BOA), Budget and Finance Commission (BFC), Historic Preservation Commission (HPC), Parks and Recreation Advisory Board (PRAB), Planning and Zoning Commission (PZC), the Storm Water Utility Commission (SWUC), and the Water Utility Commission (WUC)
             
   F. Resolution No. (R)23-48, authorizing and approving an Intergovernmental Agreement between the Town of Oro Valley and the Town of Marana for the M.O.V.E. Across 2 Ranges hiking challenge event
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Harry Greene to approve Consent agenda items (C), (D) and (F).

    A.  Minutes - November 15, 2023
  Councilmember Bohen requested clarification regarding the membership totals provided by the Town Manager on November 15, as listed in the minutes. 

Town Manager Jeff Wilkins confirmed the membership total was correct as listed.  
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Harry Greene to approve Consent Agenda item (A). 

  Vote: 7 - 0 Carried
             
   B.
     B.       Adoption of the 2024 regular Town Council meeting schedule
  Vice Mayor Barrett requested discussion regarding the proposed 2024 Oro Valley Town Council Regular Meeting Schedule.

Discussion ensued amongst Council and staff regarding the proposed 2024 Oro Valley Town Council Regular Meeting Schedule.
             
  Motion by Vice-Mayor Melanie Barrett, seconded by Councilmember Josh Nicolson to amend the proposed 2024 Oro Valley Town Council Regular Meeting Schedule by removing the July 17, 2024, meeting and to include the August meetings.  

  Vote: 7 - 0 Carried
             
   E.
     E.    Resolution No. (R)23-47, approving Town's Legislative Agenda and protocols guiding the Town's priorities for the 2024 legislative session and any lobbying activities
  Councilmember Bohen requested clarification regarding the Town's Legislative Agenda and protocols guiding the Town's priorities for the 2024 legislative session and any lobbying activities. 

Mayor Winfield clarified Councilmember Bohen's questions regarding the Town's Legislative Agenda and protocols guiding the Town's priorities for the 2024 legislative session and any lobbying activities.

Discussion ensued amongst Council and staff regarding Consent item (E).
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Josh Nicolson to approve Consent item (E).

  Vote: 6 - 1 Carried
 
OPPOSED: Councilmember Tim Bohen
             
   G.
       G.   Resolution No. (R)23-49, authorizing and directing the Water Utility Director to execute and file an application to modify the Designation of Assured Water Supply and file with the Arizona department of Water Resources
  Councilmember Bohen requested clarification as to why the Town had to resubmit for the Designation of Assured Water Supply.

Water Utility Director Peter Abraham clarified the reason for the request to modify the Designation of Assured Water Supply. 

Discussion ensued amongst Council and staff regarding Consent item (G).
             
  Motion by Mayor Joseph C. Winfield, seconded by Vice-Mayor Melanie Barrett to approve Consent agenda item (G).

  Vote: 7 - 0 Carried
             
REGULAR AGENDA
             
   1. NOMINATION AND ELECTION OF VICE MAYOR
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Harry Greene to nominate Melanie Barrett for Vice Mayor. 

  Vote: 7 - 0 Carried
             
FUTURE AGENDA ITEMS
  Vice Mayor Barrett requested a future agenda item to review the water report and the 100-year water supply, seconded by Councilmember Nicolson.

Vice Mayor Barrett requested a future agenda item for discussion and possible action regarding the Oro Valley Housing Study, and future items related there to, seconded by Councilmember Nicolson.

  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Harry Greene to adjourn the Regular Session at 6:54 p.m.

Mayor Winfield recessed the meeting at 8:01 p.m.
