CALL TO ORDER
 
Chairman Frederick Wayand called the meeting to order at 4:07 p.m.

CALL TO THE AUDIENCE - At this time, any member of the public is allowed to address the Commission on any issue not listed on today’s agenda. Pursuant to the Arizona Open Meeting Law, individual Commission members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers. However, the Stormwater Utility Commission may not discuss or take legal action on matters raised during "Call to the Audience." In order to speak during "Call to the Audience" please specify what you wish to discuss when completing the blue speaker card.
 
Oro Valley resident from Catalina Shadows Home Owners Association Dick Haan recognized and thanked Stormwater Inspector Ben Reynolds. He said that Mr. Reynolds provided great assistance and customer service to the HOA.

Approval of the January 18, 2018 regular session minutes

MOTION: A motion was made by Vice Chairman DeSantis and seconded by Commissioner Hawkinson approve the January 18, 2018 regular session minutes with no changes.

Motion carried, 4-0.

Discussion with Town Council Liaison to the Stormwater Utility Joe Hornat regarding recent Town Council meetings

 
Town Council Member and Representative to the SWUC Joe Hornat reported to the Commissioners that the focus of the recent Town Council meeting was about the proposals for the Community Recreation Center.

Update on Stormwater meetings and events

Sr. Stormwater Engineer Justin Turner informed the Commissioners that Stormwater Quality Consultant Fred Heitman from the National Stormwater Center was invited to inspect the Town municipal facilities to meet the stormwater discharge requirements.
 
Mr. Turner explained that on Friday Mr. Heitman will conduct a four hour class for operations and parks staff on best management practices and how to spot illicit discharges.

Discuss on-going Stormwater projects and rain storm events

 
Mr. Turner explained the number of projects and activities underway or planned. Including:
Canada Del Oro wash and the Pima County Flood Control District Job Order Contract
A professional survey service solicitation for a number of projects
To coordinate with the HOA for guidance on erosion mitigation at Canada Hills & Double Eagle Dr adjacent to an unnamed wash
Redesign of detention basin at Oracle Crossing
Completing review of plans for Nakoma Sky
Stormwater Pollution Prevention Plan inspections for 33 active construction sites
Stormwater inspections have included letters of opportunity to correct for 24 violations
The five Stormwater Inspection regions in the Town were discussed
On-going assessment of Shadow Mountain Estates
Carmack Wash and tributaries as they relate to drainage areas
First Ave. and Lambert Ln. problem assessment and plan
Updated brochures on the Town of Oro Valley Stormwater website

Discuss December 2017 Stormwater financial information

The December 2017 Stormwater financial information was reviewed and discussed.
 
6.

Overview discussion of long range planning for new development projects and the impact on washes particularly Big Wash, Carmack and CDO washes

 
Mr. Turner talked about the Big Wash watershed at the confluence with the CDO.
 
Mr. Turner discussed the designs of the Tucson Orthopedic Institute and the Villages at Silverhawk as they relate to Stormwater.

Discussion and possible action on future agenda items

 
Agenda items for the next Stormwater Utility meeting were discussed and approved.
- Discussion of MS4 Quality Control Measures
- CIP requests to Pima Co. Flood Control District
- Coordination with Pima Co. regarding Canada Del Oro wash and others
- Discussion of long range plan for new development projects

Set the March 2018 meeting and time

 
The next regular session meeting is scheduled for March 15, 2018 in the Hopi Room at 4:00 p.m.

MOTION: A motion was made by Vice Chairman DeSantis and seconded by Commissioner Brown adjourn the meeting at 6:04 p.m.

Motion carried, 4-0.
