CALL TO ORDER

Mayor Hiremath called the meeting to order at 5:01 p.m.

EXECUTIVE SESSION AT OR AFTER 5:00 P.M.

MOTION:  A motion was made by Vice Mayor Waters and seconded by Councilmember Snider to go into Executive Session at 5:01 p.m. pursuant to ARS 38-431.03(A)(4) to discuss the Town’s position and advise its attorneys with regard to pending litigation in Guerena v. Town of Oro Valley et. al.

MOTION carried, 7-0.

Mayor Hiremath stated that the following staff members would join Council in Executive Session:  Town Attorney Tobin Rosen, Interim Town Manager Greg Caton, Town Clerk Julie Bower, Police Chief Danny Sharp, Finance Director Stacey Lemos and outside counsel Marshall Humphrey from the firm Humphrey and Peterson.

UPCOMING MEETING ANNOUNCEMENTS

Communications Administrator Misti Nowak announced the upcoming Town meetings.

COUNCIL REPORTS

Councilmember Snider taught a local government class to 4th graders at Wilson Elementary school approximately 2 1/2 weeks ago and recently received numerous thank you letters from the students.  The class focused on how town government affected them.

Mayor Hiremath reported that Friday was Drug Awareness Day for 5th graders at numerous schools in the area.  He thanked the Oro Valley Police Department and the Oro Valley Optimist Club for all of their support with creating and hosting the much needed program.

Vice Mayor Waters threw out the first pitch at Green Field for the Little League opening day on Friday.

DEPARTMENT REPORTS

Town Clerk Julie Bower announced that new artwork from artist Robert Townsend was being featured in the Council chambers this month.

Economic Development Manager Amanda Jacobs announced that the next Tucson Symphony Orchestra just for kids concert series was scheduled for this Saturday at 10:00 a.m. in the Council chambers.

Ms. Jacobs reported that the 2012 Arizona Distance Classic brought in over 2,000 participants from over 50 states and 4 countries.  The event brought in an estimated economic impact of over $491,000 to Oro Valley.  The 9th annual Arizona Distance Classic was scheduled for March 24th, 2013.

Police Chief Danny Sharp reported that a Shred-A-Thon was scheduled for this Saturday from 10 a.m. to 2 p.m. in front of Best Buy.

CALL TO AUDIENCE

Oro Valley resident Jim Harrison spoke about the proposed Fry’s gas station near the corner of La Canada Drive and Lambert Lane and urged the Council to look at the total impact that the gas station would have on the local community before making a decision.

Oro Valley resident Bill Adler spoke about mixed-use development and the importance it would have in future land development decisions.

PRESENTATIONS

1.

Presentation of a check from the Pusch Ridge Archers for the purchase of archery backstops


Phil Dalrymple from Pusch Ridge Archers thanked Council for considering the archery range and presented a check in the amount of $15,960 for the purchase of archery backstops.

2.

Presentation of Distinguished Budget Presentation Award from the Government Finance Officers Association for the Town of Oro Valley FY 2011/12 Adopted Budget


Mayor Hiremath presented the Distinguished Budget Award to Budget and Management Analyst Wendy Gomez and Finance Analyst Art Cuaron.

Mayor Hiremath congratulated Councilmember Garner on his re-election and congratulated Councilmembers elect Brendan Burns and Mike Zinkin.

MOTION: A motion was made by Councilmember Snider and seconded by Councilmember Gillaspie to Approve Resolution No. (R)12-15 declaring and adopting the results of the Oro Valley Primary Election held on March 13, 2012.

Resolution No. (R)12-16 authorizing and approving a Memorandum of Understanding between Oro Valley Fast Pitch Softball, Strongtie Enterprises, LLC and the Town of Oro Valley for four shade structures at Cañada del Oro Riverfront Park

PRESENTATION OF TOWN MANAGER’S RECOMMENDED BUDGET FOR FY 2012/13


Recommended Budget FY 2012-13

Interim Town Manager Greg Caton presented the recommended budget for Fiscal Year 2012/13.

Mr. Caton discussed the following:

-FY 12/13 Budget Timeline
-Core Themes
     -Invest in Town employees
     -Invest in infrastructure/Town assets
     -Economic development
     -Support regional partnerships
     -Support quality-of-life programs/services
     -Efficiencies and cost saving measures

Finance Director Stacey Lemos provided a general overview of the FY 2012/13 recommended budget fund categories which consisted of:

-Personnel
-Operations and Maintenance
-Capital
-Debt Services
-Contingency Reserves

Ms. Lemos highlighted the following components that made up the General Fund:

-Revenues
-Expenditures
-Highway Fund
-Bed Tax Fund
-Water Utility Fund
-Capital Improvement Program

2.

POSSIBLE DIRECTION TO TOWN ATTORNEY WITH REGARD TO PENDING LITIGATION IN GUERENA V. TOWN OF ORO VALLEY ET. AL.


MOTION: A motion was made by Councilmember Gillaspie and seconded by Vice Mayor Waters to direct the Town Attorney to proceed as discussed in executive session with regard to the case of Guerena v. Town of Oro Valley et. al.

DISCUSSION AND POSSIBLE ACTION REGARDING RESOLUTION NO. (R)12-18 APPROVING UPDATES FOR THE TOWN’S NAMING AND BRANDING POLICY

Parks, Recreation, Library and Arts and Culture Director Ainsley Legner discussed the following recommended updates regarding the Town’s naming and branding policy.

-Include language about Memorials
-Clarify language on naming criteria
-Clarification regarding the naming of facilities
-Updated language regarding the re-naming of facilities
-Change threshold of RFP to $50,000
-Clerical change to CDRB instead of ARC
