CALL TO ORDER

Mayor Hiremath called the meeting to order at 5:03 p.m.

EXECUTIVE SESSION AT OR AFTER 5:00 PM - Pursuant to ARS 38-431.03 (A) (4) - Discussion or consultation for legal advice with the attorney of the public body regarding Threat Assessment and Town Liability

MOTION: A motion was made by Vice Mayor Waters and seconded by Councilmember Zinkin to go into Executive Session at 5:04 p.m.

MOTION carried, 6-0.

Mayor Hiremath stated that the following staff members would join Council in Executive Session:  Town Manager Greg Caton, Interim Town Attorney Tobin Sidles, Town Clerk Julie Bower and Police Chief Danny Sharp.

Communications Administrator Misti Nowak announced the upcoming Town meetings and events.

COUNCIL REPORTS

Vice Mayor Waters said that the Arizona Distance Classic would be held this Sunday and urged all residents to participate in the one-mile Champions Walk.

Councilmember Hornat reported on the progress of the General Plan Scoping Committee.

Councilmember Zinkin reported on his attendance at the National League of Cities Congressional City Conference in Washington D.C.

Councilmember Snider congratulated staff on the successful grand opening of the Aquatics facility on Friday, March 15th.

ORDER OF BUSINESS

Mayor Hiremath stated that the agenda would stand as posted.

Notice to Mayor and Council of Police Department requests for grant funding under the Governor’s Office of Highway Safety (G.O.H.S.) 2014 opportunity, as well as the Arizona Department of Homeland Security (AZDOHS)


CALL TO AUDIENCE

Oro Valley resident Bill Adler

spoke on the importance of the General Plan.

Oro Valley resident Robert Larson

urged the Oro Valley Police Department to purchase American-made motorcycles such as Harley Davidson or Victory.

CONSENT AGENDA

Councilmember Zinkin requested that item (B) be removed from the Consent Agenda for discussion.

Councilmember Hornat requested that item (C) be removed from the Consent Agenda for discussion.

Councilmember Garner requested that item (E) be removed from the Consent Agenda for discussion.

MOTION: A motion was made by Councilmember Snider and seconded by Vice Mayor Waters to Approve items (A) and (D).

MOTION carried, 6-0.

Councilmember Zinkin asked what happens to surplus monies after the end of the fiscal year.

Finance Director Stacey Lemos said that any surplus monies would go into the Contingency Reserve Fund at year end.

MOTION: A motion was made by Councilmember Zinkin and seconded by Councilmember Hornat to Accept item (B).

MOTION carried, 6-0.

Resolution No. (R)13-13, Approving and accepting a Pima County Regional Flood Control District ("District") License to manage, operate, repair and maintain the Canada Del Oro Multi-Use Path

Councilmember Hornat asked if the Town would be responsible for repairing/replacing structures if they were damaged.

Engineering Manager Jose Rodriguez said that the Town would be responsible for repairing/replacing damaged structures if the levy would fail but that the levy was properly engineered so as to not fail.

MOTION: A motion was made by Councilmember Hornat and seconded by Councilmember Zinkin to Accept item (C).

MOTION carried, 6-0.

E.

Resolution No. (R)13-14, Approving Contract Amendment Two (#02) to the Intergovernmental Agreement, Contract No. 01-11-O-140770-0408, between Pima County and the Town of Oro Valley for the Pima Regional Special Weapons and Tactics Team, extending the agreement date to April 14, 2018

Councilmember Garner inquired as to what the fiscal impact was to the Town.

Chief Sharp stated that there was no fiscal impact to the Town.  The $150,000 was a placeholder amount that was inserted by the County in case of any unforeseen budget issues.

MOTION: A motion was made by Councilmember Garner and seconded by Councilmember Snider to Approve item (E).

MOTION carried, 6-0.

REGULAR AGENDA

1.

DISCUSSION AND POSSIBLE ACTION TO INITIATE A ZONING CODE AMENDMENT TO SECTION 27.10, ENVIRONMENTALLY SENSITIVE LANDS (ESL), TO CLARIFY APPLICABILITY PROVISIONS WITH REGARD TO GENERAL PLAN AMENDMENTS, REZONINGS AND OTHER DEVELOPMENT APPLICATIONS


Planning Manager David Williams gave an overview of item #1.

MOTION: A motion was made by Vice Mayor Waters and seconded by Councilmember Zinkin initiate an Amendment to the Oro Valley Zoning Code Revised to correct inconsistencies in Section 27.10 related to the applicability and provisions of the Environmentally Sensitive Lands regulations.

MOTION carried, 6-0.
