CALL TO ORDER

Mayor Hiremath called the meeting to order at 5:00 p.m.

Pursuant to ARS 38-431.03(A)(4) - Discussion or consultation with the attorneys for the public body regarding position and to instruct the attorneys regarding pending or contemplated litigation or settlement discussions

Pursuant to ARS 38-431.03(A)(1) - Personnel matters - Police Chief's annual performance review

MOTION: A motion was made by Councilmember Snider and seconded by Vice Mayor Waters to go into Executive Session at 5:00 p.m.

MOTION carried, 6-0.

Mayor Hiremath stated that the following staff members would join Council in Executive Session:  Town Manager Greg Caton, Interim Town Attorney Tobin Sidles, Outside Legal Counsel Marshall Humphreys, Town Clerk Julie Bower and Police Chief Daniel Sharp.

Economic Development Manager Amanda Jacobs announced the upcoming Town meetings and events.

COUNCIL REPORTS
     •   Spotlight on Youth

Councilmember Snider read a letter from a 4th grader at Wilson Elementary in which the student thanked Councilmember Snider and Officer Kevin Mattox for presenting a local government class at their school.

Councilmember Zinkin reported on the General Plan update process and encouraged residents to provide feedback of what they would like to see in the Town.

DEPARTMENT REPORTS

Town Clerk Julie Bower announced that there was new artwork on display in the Council Chambers from seven different members of the Tucson Chapter of the Embroiderers' Guild of America.

ORDER OF BUSINESS

Mayor Hiremath stated that the agenda would stand as posted.

CALL TO AUDIENCE

Oro Valley resident Gerry Perry

thanked Council for their support of the Naranja Park archery range and said that they were working on obtaining another grant to help fund the purchase of a bathroom for the archery range.

Oro Valley resident Bill Adler

said that the Town could improve on creating educational opportunities for the residents to teach them how local government worked.

CONSENT AGENDA

Councilmember Zinkin requested that item (C) be removed from the Consent Agenda for discussion.

Mayor Hiremath requested that item (B) be removed from the Consent Agenda for discussion.

MOTION: A motion was made by Councilmember Zinkin and seconded by Councilmember Snider to Approve Consent Agenda items (A) and (D).

MOTION carried, 6-0.

B.

Resolution No. (R)13-10, Authorizing and approving an easement agreement with HSL Steam Pump LLC, ("HSL") in connection with modifications and/or alterations of the Town-owned park property adjacent to Steam Pump Village

Interim Town Attorney Tobin Sidles requested that the following words be added to the Now, Therefore clause of the easement agreement, "and improvements specified in Exhibit "A", so as to read:  Now, Therefore, for and in consideration of perpetual maintenance of the drainage and improvements specified in Exhibit "A" and the faithful performance by the Grantees, etc.

MOTION: A motion was made by Councilmember Snider and seconded by Vice Mayor Waters to Approve item (B) as amended.

MOTION carried, 6-0.

Resolution No. (R)13-11, Authorizing and approving a subgrantee agreement between the Town of Oro Valley and the Arizona Department of Homeland Security for the purpose of purchasing Multi-Bridge video conferencing equipment for the Town's Emergency Operations Center

Councilmember Garner asked if there would be any additional maintenance costs.

Lieutenant John Teachout said that there would be a nominal annual cost for software license maintenance.

MOTION: A motion was made by Councilmember Snider and seconded by Councilmember Garner to Approve item (C).

MOTION carried, 6-0.

DISCUSSION AND POSSIBLE DIRECTION TO THE TOWN MANAGER REGARDING ENFORCEMENT OF RULES RELATED TO THE TEMPORARY USE OF A-FRAME SIGNS AND OUTDOOR DISPLAYS

Discussion ensued amongst Council regarding the enforcement of rules related to the temporary use of A-frame signs and outdoor displays.

No direction was given to the Town Manager regarding the enforcement of rules related to the temporary use of A-frame signs and outdoor displays.

FUTURE AGENDA ITEMS

Councilmember Zinkin requested a future agenda item to discuss making the existing temporary A-frame and outdoor displays policy into a permanent ordinance, seconded by Councilmember Garner.

MOTION: A motion was made by Vice Mayor Waters and seconded by Councilmember Snider to Adjourn the meeting at 6:58 p.m.
