PLEDGE OF ALLEGIANCE
             
CALL TO AUDIENCE - at this time, any member of the public is allowed to address the Commission on any issue not listed on today’s agenda. Pursuant to the Arizona open meeting law, individual Commission members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers. However, the Commission may not discuss or take legal action on matters raised during "Call to Audience." In order to speak during "Call to Audience", please specify what you wish to discuss when completing the blue speaker card.
             
STAFF LIAISON REPORT

Chief Financial Officer David Gephart reported on the following:

- At the Town Council Meeting on January 10, Agenda items 3 and 4 were presented before the Town Council.
- Also at the January 10 Town Council Meeting, a rezoning request was denied that would have impacted the northeast corner of Rancho Vistoso and Tangerine. The item that followed the rezoning request, was subsequently pulled by the developer.
- Another public hearing was held to establish the zoning and standards requirements required for Mobile Food Courts, which was passed by the Town Council.
- Town Council has authorized a $105,000 contingency reallocation of the General Fund to assist in funding the 50th Anniversary Parade and Celebration.
- The next Town Council meeting is scheduled for February 7, 2024, as the January 24 meeting has been canceled.
- The Finance Team, as per every January, has been processing the 1099s and W-2s, along with other calendar year-end tasks.
- The current Commission Chair is out this evening recovering from surgery and the Vice Chair position is currently vacant.
             
REGULAR SESSION AGENDA
             
   1. REVIEW AND APPROVAL OF THE NOVEMBER 21, 2023 REGULAR SESSION MEETING MINUTES
             
  Motion by Commissioner Gerald LeMay, seconded by Commissioner Jennifer Carr to approve the November 21, 2023 Regular Session Meeting Minutes.

  Vote: 4 - 0 Carried
             
   2. DISCUSSION AND POSSIBLE ACTION ON ELECTING A CHAIR AND VICE-CHAIR FOR THE BUDGET AND FINANCE COMMISSION FOR THE UPCOMING YEAR

- Nominations were held for electing a Chair and Vice Chair of the Budget and Finance Commission for the year. Discussion ensued amongst staff and commissioners and the following events took place:

- Chair Mason has expressed his wishes to continue as Chair of the Budget and Finance Commission for the upcoming year. No other nominations or interests from other commissioners were presented.

- Jennifer Carr has expressed her interest in being elected as the Vice Chair of the Budget and Finance Commission for the upcoming year. No other nominations or interests from other commissioners were presented.
             
  Motion by Commissioner Gerald LeMay, seconded by Commissioner Joyce Garland to elect Chair Michael Mason as Chair of the Budget and Finance Commission for the coming year.

  Vote: 4 - 0 Carried
             
  Motion by Commissioner Gerald LeMay, seconded by Commissioner Joyce Garland to elect Commissioner Jennifer Carr as Vice Chair of the Budget and Finance Commission for the coming year.

  Vote: 4 - 0 Carried
             
   3. PRESENTATION AND DISCUSSION OF TOWN ANNUAL COMPREHENSIVE FINANCIAL REPORT, SINGLE AUDIT, AND ALTERNATIVE EXPENDITURE LIMITATION REPORT FOR FY ENDED JUNE 30, 2023.

Chief Financial Officer, David Gephart, presents with Brian Hemmerle, CPA, CFE, Partner of Baker Tilly on Agenda Item #3. Discussion ensued amongst staff and commissioners.
             
   4. PRESENTATION AND POSSIBLE DISCUSSION OF TOWN GOLF ENGAGEMENT PERFORMED BY BAKER TILLY.

Brian Hemmerle, CPA, CFE, Partner of Baker Tilly, presented on Agenda Item #4. Discussion ensued amongst staff and commissioners.
             
   5. PRESENTATION AND POSSIBLE DISCUSSION OF TOWN FISCAL IMPACT REPORT ON RESIDENTIAL BUILDOUT.

Chief Financial Officer, David Gephart, presented on Agenda Item #5. Discussion ensued amongst staff and commissioners. Sarah Murley, Principal at Applied Economics, also provided input on the report and addressed questions.
             
   6. PRESENTATION AND POSSIBLE DISCUSSION OF THE TOWN'S FY 23/24 FINANCIAL UPDATE THROUGH NOVEMBER 2023 (Please reference attachments).

Deputy Finance Director, Wendy Gomez, presented on Agenda Item #6. Discussion ensued amongst staff and commissioners.
             
COUNCIL LIAISON COMMENTS

Mayor Winfield provided the following comments:

- Congratulations to the newly appointed Vice Chair and for her leadership during her initial meeting.
- Appreciation expressed towards newly added commissioners for volunteering their time in service of the Budget and Finance Commission.
- The Mayor continues to invite the Members of the Commission to attend any Town Council meetings, the next being February 7, 2024.
- The Town Council meeting has a few presentations at the next meeting.
- The Town has had a partnership with the Children's Museum for a number of years. There has been a recent change and they are now housed at Tohono Chul. The overall partnership has been successful and increased membership and community family engagement with Tohono Chul. Executive Director, Hilary Van Alsburg, will be making a report to reflect this.
- Milini Simms will provide an updated report on the "Your Voice, Our Future" General Plan.
- At the February 7, 2024 Town Council Meeting, Town Council will be reviewing the Pusch Ridge Golf Course operations, maintenance, future contributions and capital needs.
- There will be a Study Session to follow a development in the big wash area where there have been some subsidance issues.
