DISCUSSION OF THE HISTORIC PRESERVATION COMMISSION RULES AND PROCEDURES AND TOWN HISTORIAN


Discussion on proposed HPC Rules. Mayor - concern with level of detail of rules. Latas - rules dictated by HPC ordinance. took from P & Z - don't see difference between this Bd rules or P & Z rules. In existence since 2004 - have experience under their belt. Mayor - site tours concerns. with identifying it as a public meeting instead of handling it as Council handles their site tours. Site Tours 2 - 6 - Use current site tour process? Abbott - don't feel comfortable with ex parte contacts with applicants. Town Historian discussion. Latas - another option - Town Historian could be elected by HPC for specific term. KC - interview people that are town residents take our time to make appointment. shouldn't be lifetime member. Al Kunisch - people here that work for town, qualified to be historian. Baughman - should not be voting member. Let Town Clerk be custodian of historic records until historian appointed. More - reviewed duties and qualifications. Historic Society - accurate

DISCUSSION REGARDING: * ADMINISTRATIVE PROCEDURES AND POLICIES FOR TOWN BOARD AND COMMISSION TERM LIMITS AND APPOINTMENT DATES * TOWN CODE SECTION 2-4-1 REGARDING DESIGNATED START TIME FOR REGULAR COUNCIL SESSIONS * TOWN COUNCIL LIAISON ASSIGNMENTS TO BOARDS, COMMISSIONS, AND OUTSIDE AGENCIES * SUMMER RECESS OF COUNCIL MEETINGS


Abbott - 4th bullet - summer/winter potential breaks. Discussion on whether or not to take breaks ensued.

Kunisch - concern with canceling meetings - feel business would be backed up. Don't want to delay plan reviews. Garner - like idea of taking breaks. People realize what schedule is they will work around it. KC - OV meet once a week. Pick out 2 weeks where we could break. Abbott - add study sessions before some regular council meetings, it would be doable to have a break. Maybe doable if can eliminate some study sessions. Not good time to meet around Christmas time. /consolidate some items into combined meetings. Kunisch - think okay to meet once a week. Knew when got elected will attend once a week meetings. Bill - have to be advanced noticing in order to do this. Barry - feel can take time off now when needed, work around what's on the Agenda to determine when should take time off. Like weeks when there are holidays, to take off those weeks. Use time off from meetings to see people after work. Garner - maybe look at meeting less in December. Kunisch - start meetings earlier - Gillaspie - Council could push meeting along quicker. Abbott - just wanted to see what other jurisdictions do not necessarily take 4 weeks off. Have earlier meetings - Not meet on the week of Holidays - 4th of July, Memorial Day, Thanksgiving, Christmas, New Years Meeting times - how fit in Ex Session if necessary? Paula left at 7:40 p.m. KC - 6:00 p.m. - DH would not object - would like TC to meet at 6 p.m. Al - 6:00 p.m. good for him - Bill - good for 6 p.m. Barry - not in favor of breaking for Ex Session during meeting.like Ex Sessions earlier. but will go with majority. Biggest reason for loong meetings don't discipline ourselves during meetings. Loomis - concern with public and starting at 6 p.m. Latas - think 6 p.m. okay - prefer to get out earlier. Al - Tucson - meet study session at 3 and then start meetings after. Agree meetings go to long because questions asked during meeting - should ask staff before time. Bill - want to vbe there will be there. have streaming that helps constituents. Latas - people dont' have problem making earlier meetings. Gillaspie - feel people need more time to get to meetings. Latas - feel 6 p.m. not much difference from 7 p.m. Bill Adler, OV resident - term limits - retention of volunteers - turn-over of volunteers extraordinary. Not successful in retaining to people who have swerved. Not making volunteering very attractive. Feel number of recommendations from Adv. Boards not taken by TC - makes impact on the volunteer. Feel burn-out, disenfranchisement, disappointment very high. Retention and turn over of volunteers - losing too much experienced people. Retention of experienced people needed. Doug McKee - OV resident - quite a few changes since policy set up for term limits. Changes Growing Smarter and General Plan amendments. Best practices avoid having new people come on board at beginning on GP amendments. Concern with minutes shorter and not getting to Council in time. Long learning process with what have to comply with - so retain more Board members. Bill Garner - Term limits for P & Z - change to beginning of new year. Salette Latas - PARC Board - have members appointed by Town Council. add terms for Citizen Corp Council. Terms for Public Safety Retirement Bd and Corrections Officer Retirement Plan? P & Z working on amending PARC. Barry - thanked Bill and Doug for what they said. Al - terms start Jan 1st. Mayor - how keep our Boards - how educate our Bds. When started term limits - had a lot of people wanting to volunteer and members didn't want to leave - so if feel more council feedback into Bds/Commissions - think about how make appointments. Time to look at where we are, what we are doing and doing what best represents us. Appoint another Gov. Review Task Force or look at what was previously recommended. Liaison assignments - carry forward to future meetings and retreat KC/Al Adjourn at 8:15 p.m.
