Presentation of Animal Licensing Feasibility Study


Communications Administrator Mary Davis introduced Consultant Ed Boks.  Mr. Boks presented the Feasibility Study for a proposed Town of Oro Valley Dog License Program.

Mr. Boks reviewed his assessment of the dog population in Oro Valley, the level of service necessary and the tools necessary to implement a program in Oro Valley.  He then reviewed a comparison with other cities and towns across the nation, looked at all costs and revenue sources, and what an operational structure might look like.

Mayor Loomis stated it was not the time to take over animal control since Pima County Animal Control is providing this service to the Town of Oro Valley. He thanked Mr. Boks for his complete report.

Review of Historic Preservation Commission Inventory of Cultural Resources


Paul Popelka introduced John Ravesloot with William Self & Associates. 

Mr. Ravesloot reviewed the results of an inventory of cultural resources in the Town of Oro Valley and its larger planning area.  He stated the report was prepared through a combination of archival research, historic context development, limited field survey, and evaluation.  He explained that the inventory will be used by the town in future efforts to document and evaluate cultural resources in the community, and in the development of an overall historic preservation plan.

Discussion followed regarding conducting the Mayor Loomis opened the floor for public comment.

John Musolf, Oro Valley resident asked that Council differentiate between core and discretionary services at budget time when deciding upon funding for Cultural Resources Inventory.  He asked that Council look at the timing of the funding for this project.

Bill Adler, Oro Valley resident stated he would be willing to pay an increase in the utility tax to pay for the Cultural Resources Inventory as he feels this is a core issue. He asked for clarification as to whether this is a policy issue or adopted by an ordinance.  He asked for clarification.

Bob Baughman, Oro Valley resident reminded the Council that when the Historic Preservation Commission (HPC) was formed in 2004, the Council assigned the Board to three responsibilities 1) write an Historic Preservation Plan 2) write the Historic Preservation Ordinance 3) write the Historic Preservation Rules & Regulations. Two & three have been achieved and they are ready to write the Historic Preservation Plan.  The Historic Preservation Plan’s importance is number one out of 24 duties given to the HPC. This task has been on the table for 6 years. There may be money involved in developing the plan but it will be minimal compared to the value it will give Oro Valley.

Discussion followed regarding ways to save on costs by conducting the public outreach program in-house, placing the plan on-line, etc.  Mayor Loomis mentioned that further discussion on this topic will occur at a future budget study session.
