CALL TO AUDIENCE - At this time, any member of the public is allowed to address the Water Utility Commission on any issue not listed on today’s agenda.  Pursuant to the Arizona Open Meeting Law, individual Commissioners may ask Town Staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers.  However, the Water Utility Commission may not discuss or take legal action on matters raised during "Call to Audience."  In order to speak during "Call to Audience" please specify what you wish to discuss when completing the blue speaker card.

MOTION: A motion was made by Commissioner Shapiro and seconded by Commissioner Robert to Approve the May 10, 2010 minutes.

UPDATE ON CENTRAL ARIZONA WATER CONSERVATION DISTRICT AND CENTRAL ARIZONA GROUNDWATER REPLENISHMENT DISTRICT WATER RATES (P. Saletta)  Discussion and/or possible action regarding the Central Arizona Water Conservation District and the Central Arizona Groundwater Replenishment District water rates.  Discussion may include an overview of the existing agreement with CAGRD.


Mr. Saletta reported the following: Rate Schedule approved by CAWD. Rates CAP water Breakdown Municipal & Industrial 118 2011 122 2012 2016 121 per a/f Rates Components 15 per a/f capital charges

M&I subcontract rate. Capital rate tampering off.

2015 after will be able to pay off from navajo generating station revenues

2011-2012 Cental Az board approved 2012 provincial rate remaining years are advisory

Replenishment District rates TZ active mgmt area increased 333 per a/f to 317 1 year affirmed rest are advisory. Board taking a closer look at rates

Board approved. Issues not increase rate as much to wtr users by using debt financing. CAGRD got financing. new growth enrolment and activiation not high enough. fees per unit and household. New growth has not paid equity. Infrastructure and 353 2015-2016

It is not debt finance. Whqat type of infrastructure Milkey. Water rights and recharge facilities

OVW will encorporate to rates analysis

Reynolds M&I rate and Capital How about delivery charges are cost out of that. B & C we pay. P. Saletta. 118 +115 cost of rate

Navajo generating stqation owned by mostly CAP Shapiro 24% CAP 21% L.A. water & Power Authority, Az public service and Navajo.

Electricity used for CAP is it gotten from the Navajo Generating station ePA discharge have a clean up plan. Not a final regulation yet. Environmental requirement Will it increase our rates.

Final rule expectant date Reynolds 90 Day extention.....

DISCUSSION REGARDING RECOVERY WELLS                      (D. Ruiz)  Discussion and/or possible action regarding Oro Valley’s current recovery wells and the proposed application for additional recovery wells.


Mr. Ruiz reported the following Recover wells allow recover groundwater credits. store water in long storage. Reduce CAGRD per a/f

8 wells permitted for recovery wells by ADWR 2 from CS

2009 recovered 2700 a/f/ Wells to be permitted must meet 5 year 4ft decline in water table average to be considered as recovery wells

For a well to be permitted as a recovery well it must meet certain criteria set by Arizona Department of Water Resources (ADWR). ADWR requires that the five-year average draw down or ground water decline of a recovery well not exceed more than 4-feet.

A question and discussion session occurred:
-We currently recovered 2,700 AF of water from the recovery wells last year, how much did we deposit? (Commissioner Milkey). Mr. Ruiz explained that a total of 4,000 AF was recharged  and currently we have approximately 17,000 AF of Long Term Storage Credits.

whey were the previous 6 wells rejected. if area does not support it will not be approved.

Milkey Is there a lifetime requirement permit for wells. Need to be reapproved.

By using reclaim it had helped the utility again. This year rate of decline is not as before helped by reclaim, demand is down (construction) and rainfall has helped.

Soper)  Discussion and/or possible action regarding the operation for the Oro Valley Water System.  Discussion may include information on production and distribution operations and water quality.

Mr. Ruiz reported on Production & Distribution wells booster and reservoir = Producation division distrib. div. pipes, valves, fire hydrands Air reducing valves.

Maintenance: chorination at every well, check end points

Reclaimed Water Report 2010 - Mr. Ruiz reported the following:

Reviewed C.S. cs1 and cs2 . 4 pump stations

-Total demand for the month of May was 77.3 million gallons.

-Replacement of large diameter meters is scheduled for Honeywell and for the 9-hole golf course located by the Hilton hotel.

Reclaim demand 77 million in May

Baseline monthly sampling and collection of all data is ongoing, Monitoring of Total and free Chlorine in the system, PH, TDS, Temperature and conductivity of water is ongoing. All monitoring is conducted at end points and reservoirs.

Potable Water System Demand = 8 mil per day mid of May. Reservoir levels steady

Distribution Divison Maintaina valves, hydrants, meters, air release valve, fire hydrants High maintenance to release valve release. Bluestake valve excersing leaks in system, fire hydrant repair

Replace large diameter meters. Honeywell 6" replacement.
