MINUTES STORMWATER UTILITY COMMISSION REGULAR SESSION FEBRUARY 15, 2024 HOPI CONFERENCE ROOM 11000 N. LA CAÑADA DRIVE

REGULAR SESSION AT OR AFTER 4:00 PM

CALL TO ORDER
Chair Crocker called the meeting to order at 4:06 P.M.

There were no speaker requests at this time.

COUNCIL LIAISON COMMENTS (INFORMATIONAL ONLY)
Councilmember Greene informed the Commissioners that the construction on the Community Center Elevator project to lower the entryway has begun at the Community Center and in a few months it will be open to everyone, with or without disability.

DIRECTORS REPORT (INFORMATIONAL ONLY)
Stormwater Division Manager John Spiker commented on the following:

Oro Valley is turning 50 this April. A parade and celebration events have been scheduled.
2024 Rainfall totals were presented to the Commission.
Vistoso Nature Trails Preserve Master Plan Prioritization survey is out for public comment.

REGULAR SESSION AGENDA

PRESENTATION AND DISCUSSION OF THE PIMA COUNTY CANADA DEL ORO LEVEE AUGMENTATION PROJECT BY DR. GREG SAXE AND DEIRDRE LAROCHELLE PIMA COUNTY REGIONAL FLOOD CONTROL DISTRICT

Pima County Flood Control presented their upcoming Levee Augmentation project along the CDO Wash from La Canada to Oracle. The Project is anticipated to begin in Spring 2024. Roughly $2 million in improvements are coming into the Town via Pima County and the Federal Emergency Management Agency (FEMA) Post Fire Hazard Mitigation Grant Program.

PRESENTATION ABOUT THE COMMUNITY'S EFFORT TO CREATE THE NEXT 10-YEAR PLAN, KNOWN AS OV'S PATH FORWARD

Rene Olvera from the Community and Economic Development Department presented updates to the Oro Valley Path Forward General Plan project.

REVIEW AND APPROVAL OF THE NOVEMBER 16, 2023 AND JANUARY 18, 2024 MEETING MINUTES


				Motion by Commissioner Richard Hawkinson, seconded by Commissioner Gary Mattson to approve the November 16, 2023 meeting minutes.

Vote: 3 - 0 Carried


				Motion by Commissioner Richard Hawkinson, seconded by Commissioner Gary Mattson to approve the January 18, 2024 meeting minutes.

				Vote: 3 - 0 Carried

	4.			DISCUSSION OF MEETINGS AND EVENTS
				Mr. Spiker discussed recent meetings and events. Specific discussion was held on the Stormwater Utility's participation at the Richard B. Wilson School STEAM Night outreach event.

	5.			NOMINATION AND ELECTION OF STORMWATER UTILITY COMMISSION CHAIR EFFECTIVE FEBRUARY 16, 2024


				Motion by Chair Richard Crocker, seconded by Commissioner Gary Mattson to nominate Commissioner Richard Crocker as Stormwater Utility Commission Chairman.

				Vote: 3 - 0 Carried
				Commissioner Richard Crocker was elected unanimously as Chairman of the Stormwater Utility Commission.

	6.			NOMINATION AND ELECTION OF STORMWATER UTILITY COMMISSION VICE CHAIR EFFECTIVE FEBRUARY 16, 2024


				Motion by Chair Richard Crocker, seconded by Commissioner Richard Hawkinson to nominate Commissioner Gary Mattson as Stormwater Utility Commission Vice Chairman.

		Vote: 3 - 0 Carried
		Commissioner Gary Mattson was elected unanimously as Vice Chairman of the Stormwater Utility Commission.

	7.	DISCUSSION REGARDING THE STORMWATER UTILITY COMMISSION REGULAR SESSION MEETING SCHEDULE FOR CALENDAR YEAR 2024
		2024 Stormwater Utility Commission meeting dates were presented to the Commissioners following Town Code 15.24 which dictates meetings will take place on the 3rd Thursday of each month.

	8.	DISCUSSION OF 2023/2024 TOWN OF ORO VALLEY MS4 COMPLIANCE SCHEDULE, SECOND QUARTER REPORT
		As part of the State MS4 (Municipal Separate Storm Sewer Systems) permit held by the Town of Oro Valley, the Commissioners were presented with current activities performed under the Stormwater Management Plan for the 2nd quarter (reporting period is July to July each year). Highlighted activities were a school outreach event and an additional stormwater outfall data collection and lab results.

	9.	PRESENTATION AND DISCUSSION OF THE ORO VALLEY STORMWATER UTILITY FEE STRUCTURE REVIEW
		As part of the ongoing Stormwater Utility Rate Review discussions, Mr. Spiker presented to the Commissioners the current rate structure and examples of how it is applied in real world applications. Discussions ensued in regard to future agenda items revolving around a potential rate increase, future anticipated expenses, lost revenue, and inflation.

				Motion by Commissioner Gary Mattson, seconded by Commissioner Richard Hawkinson to adjourn the meeting.

				Vote: 3 - 0 Carried
				Chair Crocker adjourned the meeting at 5:31 p.m.
