CALL TO ORDER
  The meeting was called to order at 6:01  PM

CALL TO AUDIENCE
  Oro Valley resident Tracy Caprisi spoke about the Angel of Hope Statue and the hopes that it would be a consideration to put one at River Front Park. She explains that the statue serves as a memorial for children that have gone too soon.
             
COUNCILMEMBER LIAISON COMMENTS
  Melanie Barrett reports that she likes the drinking fountain at Naranja Park. She gave thanks to the PRAB members for attending the APRA conference this month. 
             
BOARD MEMBER REPORTS
  Member Anna Clark states that she learned a lot at the Arizona Parks & Recreation conference. She gained a lot of knowledge in strategic planning, and was also made aware of how many grants are available.

Member Ronald Odell attended classes on park maintenance and stated that the conference had great speakers. He acknowledged the Parks & Recreation staff on their hard work in making the event a success.

Member Charles Cachoeira explains that he attended leadership classes and had a positive experience.
             
PRESENTATIONS
             
   1. Gerry Perry from Pusch Ridge Archers
  Mr. Perry presented a Power Point in regard to the archery range and who the Pusch Ridge Archers are. He States that there were many backdrops to the targets that needed replacing last summer which he explained in the PRAB meeting in June of 2018. Mr. Perry gave a history of how the archery range came about. Mr. Perry stated the revenue that is received is gathered through an Iron Ranger self-pay station. Mr. Perry provided revenue totals form years past. He also provided a summary of events that take place at the range. 

Member Philp Saletta asked if the revenue goes into the general fund or somewhere else. Kristy Diaz Trahan states that it goes into the general fund. 

Gary temple asked about the back stops and how you determine when the need to be turned. 

Ronald Odell asks if the town prohibits advertising for the range. Kristy Diaz-Trahan say no however, there is no public fee schedule available. 
             
CONSENT AGENDA
             
   A. Review and/or approval of the May 14, 2019 special session munutes
             
  Motion by Chair Ellen Guyer, seconded by Member Philip Saletta to approve the May 14, 2019 special session minutes. 

  Vote: 7 - 0 Carried
             
REGULAR SESSION AGENDA
             
   1. DISCUSSION AND POSSIBLE ACTION REGARDING PARKS AND RECREATION ADVISORY BOARD’S ADOPT A TRAIL WORK DAY
             
  Motion by Chair Ellen Guyer,  to set a date for the Trail day of November 23rd at 9:00 AM.

  Vote: 7 - 0 Carried
             
   2. DISCUSSION AND POSSIBLE ACTION REGARDING THE DEVELOPMENT OF A PARKS AND RECREATION ADVISORY BOARD AGENDA COMMITTEE
 

Chair Ellen Guyer summarizes how agendas are made. Member Philip Saletta proposes that maybe another member should sit in on the writing and maybe do this on a rotating basis. Kristy Diaz-Trahan stated that this is why we have future agenda items for they may present ideas. Mr. Saletta stated that when the agendas are formulated that there are too many reports and not enough discussion. Ms. Diaz-Trahan stated that no other board has an agenda writing committee. Mr. Saletta's point of wanting more discussion was well received. 

Discussion continued amongst members.

             
   3. PRESENTATION AND DISCUSSION REGARDING COUNCIL'S DIRECTION FROM THE JULY 31ST AND SEPTEMBER 4TH COUNCIL MEETING REGARDING THE GOLF COURSES 
  Kristy Diaz-Trahan gave a short summary of the Counicils direction with golf. She stated that staff is still gathering numbers that will be provided at the October 4th meeting. 
             
   4. DIRECTORS REPORT (DISCUSSION LIMITED TO INFORMATION AND CLARIFICATION)
  Kristy Diaz-Trahan thanked all the members who attended the APRA Conference and reported the following:
  • Participation in the APRA Conference increased by 20% from 3 years ago.
  • Fall break camp will start at the Community Center
  • Monster Mash event at Steam Pump Ranch will be held in October
  • 25th Annual Spooktacular will be held in October
  • Doggie Dash an Dawdle will be held in October
  • Concert series at Steam Pump Ranch will start in October
             
FUTURE AGENDA ITEMS
  Member Ellen Guyer would like to have a discussion regarding Tracy Caprisi's Blue Card item.

Member Anna Clark would like to discuss moving the PRAB meeting back to Bi-Monthly.

Member Charles Cachoeira would like to Discuss the Archery Range.

Next Meeting is scheduled for February 19, 2020.

  Motion by Chair Ellen Guyer, seconded by Vice Chair Gary Temple to adjour the meeting at 7:37 PM

  Vote: 7 - 0 Carried
