CALL TO ORDER
  Mayor Winfield called the meeting to order at 6:00 p.m.

  Councilmember Jones-Ivey recognized the following Oro Valley Yourth Advisory Council's graduating members:

TOWN MANAGER'S REPORT
  • Update on Town Operations
  • COVID-19 Town Update and Possible Discussion Thereon
  Town Manager Mary Jacobs provided an overview of Economic Development week and recognized the Oro Valley Community and Economic Development team for their efforts in providing outreach to local businesses. Ms. Jacobs also provided an overview of activities performed by the Oro Valley Chamber of Commerce, Visit Tucson and other partners that provided assistance to local businesses during the COVID-19 pandemic. 

Ms. Jacobs and Oro Valley Police Chief Kara Riley provided an update regarding the COVID-19 pandemic that included Police Department and Emergency Operation Center updates and recognition of staff and Town partners for their service during the pandemic.

Discussion ensued amongst Council and staff regarding the COVID-19 Town Update.

Ms. Jacobs provided the following information regarding the COVID-19 pandemic:
 
  • Status of communication with Pima County counterparts
  • Possible reimbursement of COVID-19 related expenses through Pima County from the allocation of the Federal Cares Act funds
  • Re-opening guidelines and policies for the Town of Oro Valley
  • Amendment to the Mayor's Declaration of Emergency
  • Finalization of the recommended budget

Discussion continued amongst Council and staff regarding the COVID-19 Town updates. 
             
ORDER OF BUSINESS
  Mayor Winfield reviewed the order of business and stated that the order would stand as posted.

CONSENT AGENDA
             
   A. Minutes - April 1, 2020
             
   B. Resolution No. (R)20-15, designating David Gephart as Chief Fiscal Officer, authorized to submit the Town's Annual Expenditure Limitation Report (AELR) to the Auditor General
             
   C. Resolution No. (R)20-16, authorizing and approving an Intergovernmental Agreement (IGA) between the Town of Oro Valley and the Pima County Jail to provide officer coverage for video proceedings between the jail and the Court
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Rhonda Piña to approve Consent Agenda items (A) - (C).

  Vote: 7 - 0 Carried
             
REGULAR AGENDA
             
   1. PUBLIC HEARING: PURSUANT TO A.R.S. §9-463.05, TO DISCUSS AND REVIEW POSSIBLE CHANGES TO THE DEVELOPMENT IMPACT FEES CHARGED BY THE TOWN OF ORO VALLEY
  Strategic Initiatives Manager Amanda Jacobs presented item #1 and included the following:

Ms. Jacobs introduced Carson Bise, President of TishlerBise.  Mr. Bise continued the presentation and included the following:

Mayor Winfield opened the public hearing. 

The following individuals spoke regarding item #1.

Oro Valley resident and President and CEO of the Greater Oro Valley Chamber of Commerce Dave Perry

Mayor Winfield closed the public hearing. 

Discussion ensued amongst Council, staff and Mr. Bise regarding the proposed changes to the Development Impact Fees.
  Council requested that staff look into the financial and legal implications regarding any possible changes to or deferment of collecting Development Impact fees by the Town and return to Council with this information by June 17, 2020.

  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Rhonda Piña to adjourn the meeting at 7:59 p.m.
