CALL TO ORDER
  Chair Gary Temple called the meeting to order at 6:10 p.m.

  Chair Temple welcomed everyone to the meeting, and apologized for the technical delay. 
             
CALL TO AUDIENCE
  Chair Temple opened the Call to the Audience.

No one wished to speak on items not on the Agenda.

   PRESENTATIONS

WEST LAMBERT LANE, PARK NATURES NOTEBOOK PRESENTATION BY ANDREW HOGAN
  Ms. Diaz-Trahan asked that the title Natures Playbook, be changed to Natures Notebook.  Mr. Andrew Hogan's presentation included: 
  • Who is the National Phenology Network
  • What is Natures Notebook
  • What is Phenology
  • A map of the West Lambert Lane Park Phenology Trail 
  • Seasonal Changes in Plant Behavior
  • Natures Notebook Online Account

Ms. Diaz-Trahan added her thanks to Mr. Hogan for his volunteerism.  She added, Mr. and Mrs. Hogan are the very first official Parks and Recreation volunteers.
             
COUNCIL LIAISON COMMENTS
  Council Member Joyce Jones-Ivey reported that the Council approved the FY 2020/2021 budget, a 5.1% decrease over last year's budget.  She thanked Tucson Electric Power for installing solar panels at Naranja Park.  Oro Valley is number one in Arizona for census counting, and a Federal judge extended the census to November 7th.  She encouraged everyone to attend the Council Meeting on November 4th when new Council Members Tim Bohen and Mo Greene will be seated, as we say farewell and thank you to Ronda Pena and Bill Rodman.  As a result of COVID, and in partnership with the Chamber, the Town has set up a program called OV Safe Steps to help businesses in Oro Valley with PPE reimbursement, marketing support and one-on-one assistance through legal, HR, I.T. and finance.  Tomorrow's Town Council Meeting is going to involve a regular meeting with two public hearings and study sessions on zoning code amendments.
             
REGULAR SESSION AGENDA
             
   1. REVIEW AND APPROVAL OF THE MAY 19, 2020 REGULAR SESSION MEETING MINUTES
  Chair Temple asked for changes to the May 19, 2020 meeting minutes. There were three.
  1. Billy Casper is a C not a K.
  2. In background, Quarry Pines instead of query pines
  3. Arizona National not Tucson National.
             
  Motion by Chair Gary Temple, seconded by Member Ronald Odell to approve the May 19, 2020 with three changes.

  Vote: 7 - 0 Carried
             
   2. INTRODUCTION AND DISCUSSION REGARDING NEW GOLF OPERATOR ANTARES GOLF
  Ms. Diaz-Trahan corrected an error in the staff report, Arizona National  is correct, Tucson National is incorrect.  She introduced the new General Manager Bernie Eaton. Mr. Eaton is very excited to be at El Conquistador Golf and looks forward to being a good partner for the community.  He mentioned some positive changes with Golf and the restaurant when it is allowed to open.  Ms. Diaz-Trahan added that she appreciates Antares Golf is promoting El Conquistador Golf which shows focus to the local facility not the management company.

   3. PRESENTATION AND DISCUSSION REGARDING THE MASTER PLAN PROJECT UPDATE AND NEXT STEPS
  Ms. Diaz-Trahan referred to the attached staff report regarding the Master Plan and presented a PowerPoint that included:
  • Needs Assessment Review Community Engagement
  • Highlights of Recreation Programs and Services Prioritized Needs
  • Park, Facility, and Amenity Prioritized Needs
  • Phase II Master Plan Tasks
  • Schedule of Work
Ms. Diaz-Trahan answered questions regarding clarification regarding the Prioritized Needs, and when they will take place, and why youth programs are a low priority.

Chair Temple opened the public comment period.

Mr. Michael Bilodeau, a resident of Oro Valley, questioned the conceptual plans and how the mapping was done.

Mr. Duncan Caldwell, a resident of Oro Valley, of Sonoran Desert Mountain Bicyclists (SDMB) challenged the Board to consider bike parks, they require very little maintenance.

Chair Temple closed the public comment period.

Ms. Diaz-Trahan responded to both Mr. Bilodeau and Mr. Caldwell.
             
   4. PRESENTATION AND DISCUSSION REGARDING FISCAL YEAR 20/21 PARKS AND RECREATION BUDGET OVERVIEW
  Ms. Diaz-Trahan referred to the powerpoint which included:
  • FY 2019/2020 Year End General Fund Divisions
  • FY 2019/2020 Year End Community Center Fund
  • Fiscal Year 2020/2021
    • General Fund Budget Highlights
    • Community Center Fund Highlights
She asked if there were any questions. 
Member Coyle asked for clarification regarding use of the General Fund vs Capital Improvement Fund.

   5. DISCUSSION AND POSSIBLE ACTION TO SCHEDULE STUDY SESSIONS RELATED TO THE MASTER PLAN PROJECT FOR THE DATES OF OCTOBER 20 AND DECEMBER 15, 2020, AND FEBRUARY 9, 2021
  Due to technical difficulty Chair Temple read the next agenda item. He turned the floor over to Ms. Diaz-Trahan who recommended three additional dates for study and special sessions. There was discussion between the Board and staff.
             
  Motion by Chair Gary Temple, seconded by Vice Chair Anna Clark to approve the addition of the three study sessions dated October 20, December 15, 2020, and February 9, 2021.

  Vote: 7 - 0 Carried
             
   6. DEPARTMENT REPORT
  Ms. Diaz-Trahan reported the following.
  • The Aquatic Center, Community Center pool, and pickle ball courts tare open.  The Community Center is slated to open Monday, September 28th, by appointment, with strict guidelines and precautionary measures.  She commented that in her many years in Parks and Recreation, this is the first time that a Summer Youth Recreation Program did not happen in person. 
  • She praised her talented staff for their ingenuity as they served the youth through the Camp Cloud Program, a virtual camp that included crafts and fun online engagement.
  • A member of our Park Management Team, with a wife and small children, passed away in July which was very difficult for the community.  She noted that he will definitely be missed by staff and public alike. A fund has been set up for his family and if anyone wished to donate they could contact her individually. 
  • The concept of the Angel Memorial in Oro Valley has been paused and will be completed at a later date. 
  • She thanked Brandon who runs the meetings and Mary Anne who takes the minutes, as Casey Wilson is shifting to different duties.
  • The APRA had a virtual conference this year, which Member Wood attended.  Oro Valley received the Outstanding Program Award: Youth Enrichment Program from the Arizona Parks and Recreation Association for the Art + Stem = STEAM at Steam Pump Ranch.  She congratulated Ms. Dellerman-Silverthorne and her team for their hard work on this project. 
  • Ms. Diaz-Trahan offered site tours for the Board and staff will be reaching out for possible dates.  She reminded the Commission that anyone can email or phone her any time with questions or comments to be added to future meetings.
  • She concluded her comments on a personal note, her daughter hit her first over the fence home run in softball and it was a grand slam.
             
FUTURE AGENDA ITEMS
  Chair Temple noted that the next regular meeting is scheduled for Tuesday, November 17th, and called for future agenda items. No Future agenda items were requested.

  Motion by Member Ronald Odell, seconded by Member Matthew Wood to adjourn at 7:49 p.m.

  Vote: 7 - 0 Carried
