CALL TO ORDER
  Mayor Winfield called the meeting to order at 5:01 p.m.
             
ROLL CALL
  Present:             Joseph C. Winfield, Mayor
                          Melanie Barrett, Vice-Mayor
                          Joyce Jones-Ivey, Councilmember
                          Josh Nicolson, Councilmember
                          Rhonda Piña, Councilmember
                          Bill Rodman, Councilmember

EXECUTIVE SESSION - Town Manager review to include any or all matters listed in A.R.S. §38-431.03(A)(1), and possible legal advice thereon per A.R.S. §38-431.03(A)(3)
  Mayor Winfield announced that the following staff members would be joining Council in the Executive Session: Town Attorney Gary Cohen, Town Manager Mary Jacobs and Town Clerk Mike Standish.
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Joyce Jones-Ivey to go into Executive Session at 5:03 p.m. Pursuant to Town Manager review to include any or all matters listed in A.R.S. §38-431.03(A)(1), and possible legal advice thereon per A.R.S. §38-431.03(A)(3)

  Vote: 7 - 0 Carried
             
RECONVENE REGULAR SESSION AT OR AFTER 6:00 PM

  Mayor Winfield reconvened the Regular Session at 6:00 p.m.

PLEDGE OF ALLEGIANCE
  Councilmember Jones-Ivey led the audience in the Pledge of Allegiance.
             
UPCOMING MEETING ANNOUNCEMENTS
  Town Clerk Mike Standish announced the upcoming Town meetings.
             
COUNCIL REPORTS
  No Council reports received.
             
TOWN MANAGER'S REPORT
  Town Manager Mary Jacobs reported the following information;
 
  • The Oro Valley Library was a ballot drop off and early voting location for the General election 
  • The Town held a Halloween Drive-thru Spooktacular on October 31, 2020.
  • This is Oro Valley program would start in November and would showcase all the things that make Oro Valley an extraordinary place to live while helping residents feel more connected to their local government
             
ORDER OF BUSINESS
  Mayor Winfield reviewed the order of business and stated that the order would stand as posted.

Mayor Winfield provided the guidelines for participation in the Town Council's Regular Session Zoom meeting.
             
INFORMATIONAL ITEMS
  There were no Informational Items.
             
CALL TO AUDIENCE
  Oro Valley resident and President and CEO of the Oro Valley Chamber of Commerce Dave Perry, thanked Councilmember Rodman and Councilmember Piña for their years of service to the Town of Oro Valley. 

Oro Valley resident Rich Molnar voiced his concerns regarding the Parks and Recreation Master Plan and the Vistoso Golf Course.

Councilmember Solomon requested that the following item be placed on the November 18, 2020 Council agenda; Discussion and possible action regarding the closed Vistoso Golf Course, seconded by Councilmember Piña. 

Vice Mayor Barrett requested that the following item be placed on the November 18, 2020 Council agenda; Discussion regarding the Parks and Recreation Study, Seconded by Councilmember Solomon.
             
PRESENTATIONS
             
   1. Recognition of outgoing Members of Council: Councilmember Pina and Councilmember Rodman
  Town Manager Mary Jacobs presented several gifts of appreciation to outgoing Councilmember Rodman and Councilmember Piña and thanked them for their service to the Town of Oro Valley. 

Town Council members expressed their appreciation to Councilmember Rodman and Councilmember Piña for their professionalism, character and integrity while serving the Town of Oro Valley.
             
   2. Presentation and update by Executive Director Hilary Van Alsburg of the Children's Museum Oro Valley
  Oro Valley Children's Museum Executive Director Hilary Van Alsburg presented the following information;
 
  • Children's Museum Oro Valley upgrades
  • Oro Valley Outings
  • Virtual Programming
  • Brain Boxes

Discussion ensued amongst Council and staff regarding presentation item #2. 
             
   3. Presentation and possible discussion of the Town's Fiscal Year 2020/21 Financial Update through August 2020
  Finance and Budget Administrator Wendy Gomez presented the Town's Fiscal Year 2020/21 Financial Update through August 2020 and included the following;
 
  • General Fund Revenues
  • General Fund Expenditures
  • General Fund
  • Highway Fund
  • Community Center Fund

Discussion ensued amongst Council and staff regarding Presentation item #3. 
             
   4. Proclamation - Down Syndrome Awareness Month
  Mayor Winfield proclaimed the month of October 2020 as Down Syndrome Awareness month. 
             
   5. Proclamation - National Disability Employment Awareness Month
  Mayor Winfield proclaimed the month of October 2020 as National Disability Employement Awareness month. 
             
CONSENT AGENDA
  Councilmember Solomon requested item (B) be removed from the Consent Agenda for discussion.
             
   A. Minutes - October 7, 2020
             
  Motion by Councilmember Steve Solomon, seconded by Councilmember Rhonda Piña to approve the October 7, 2020 minutes. 

  Vote: 7 - 0 Carried
             
   B. Resolution No. (R)20-51, approving the indefinite extension of the Budget and Finance Commission
  Councilmember Solomon expressed his concerns regarding the proposed indefinite extension of the Budget and Finance Commission. 
             
  Motion by Councilmember Steve Solomon,  to discontinue the Budget and Finance Commission. No second received. Motion Failed.

             
  Motion by Councilmember Joyce Jones-Ivey, seconded by Councilmember Josh Nicolson to approve Resolution No. (R)20-51, approving the indefinite extension of the Budget and Finance Commission.

  Vote: 6 - 1 Carried
 
OPPOSED: Councilmember Steve Solomon
             
REGULAR AGENDA
             
   1. REQUIRED PUBLIC HEARING PURSUANT TO A.R.S. SECTION 9-471 TO DISCUSS THE POSSIBLE ANNEXATION OF THE WESTWARD LOOK RESORT

Mayor Winfield opened the public hearing.

FUTURE AGENDA ITEMS
  Councilmember Solomon requested a future agenda item be placed on the November 18, 2020 agenda for discussion and possible action regarding the Push Ridge Golf Course. Seconded by Mayor Winfield.
             
ADJOURNMENT
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Rhonda Piña to adjourn the meeting at 7:36 p.m.
